Lacey Township Committee Approves Introduction of 2013 Municipal Budget

Municipal tax rate will rise 2.5 cents for each $100 of assessed valuation; no layoffs

  Lacey residents with a home assessed at the township average of $316,000 will pay an extra $79 a year in municipal taxes, according to the preliminary municipal budget. "We take it very seriously," Mayor David Most said at the April 25 Township Committee meeting. "We are very frugal." The municipal purposes tax rate will rise to 25.3 cents for each $100 of assessed valuation, up from 22.7 in 2012. Township Committee unanimously approved the introduction of the $28,406,708 budget, up from $26,525,171 from 2012. The amount to be raised by taxation is $10,797,861, up from $9,767,233 last year, according to figures provided by Chief Financial Officer Adrian Fanning. Municipal Budget Includes $1.9 Million in Capital Spending

Budget to be introduced Thursday, April 25 at 7 p.m.

The Township Committee will be including $1.9 million in capital projects for the 2013-14 budget, as agreed upon at Thursday’s budget workshop meeting. Complete budget figures have yet to be provided and are expected to be finalized early next week, Chief Financial Officer Adrian Fanning said. An April 10 budget workshop meeting revealed that the municipal spending plan could potentially carry a 3-cent tax rate bump. Between the township, school and county budgets, Lacey residents can expect to see taxes increase approximately $420 a year. Taxes will increase $235 for the average homeowner for schools alone. Lacey Facing Potential 3-Cent Municipal Tax Rate Increase

Department heads plead for new hires; Committee considers approximately $1.9 million in capital projects

Lacey residents can expect to see taxes increase approximately $420 a year for schools, county and municipal combined, Lacey Township Chief Financial Officer Adrian Fanning said at a budget workshop meeting Wednesday. The municipal spending plan could potentially carry a 3-cent tax rate bump, Fanning said, while the schools increased its by 7.5-cents or $235 for the average homeowner and the county is looking at a 3.5-cent increase. Second Budget Workshop Meeting Set for April 10

Department of Public Works director will present budget figures and proposed public infrastructure projects

The township Committee will hold its second budget workshop meeting on Wednesday, April 10 at 5:30 p.m. The meeting, which was originally on Lacey Township’s calendar for April 4, will include the presentation of the Department of Public Work’s budget figures along with proposed public infrastructure projects. Budget numbers have yet to be provided as the township is in the early stages of the process. Township Administrator and Municipal Clerk Veronica Laureigh previously said she would like to see the Committee approve a first reading of the budget by Thursday, April 25. New Chief Seeks to Boost Manpower in 2013 Budget

More than $1 million in capital requests was proposed by the Lacey Township Police Department and emergency services

Police Chief David Paprota proposed seven new hires to the Committee as the township is reaching an all time low in manpower. Factoring in the retirements of a police chief and sergeant, Paprota was able to include new hires and potential promotions in the 2013 budget, he said at the township’s first budget workshop meeting Thursday. If approved by the Committee, the township would experience a savings from year to year, Paprota said. “That’s something I want to point out tonight that is nice in years to come,” he said. “I projected out through December 31, 2016 that our attrition rate and the savings related to attrition will far outpace any expenditures in salary related to new hires to not only replace but expand if the township so …

The township Committee will begin the 2013-14 budget process with its first meeting at 7 p.m. Thursday, March 7. "Lacey Township is in the very early stages of budget development and have been working with the department heads reviewing requests," Township Administrator and Municipal Clerk Veronica Laureigh previously said. This first meeting will be “brief,” she said. Committee members will receive budget booklets and an overview of the proposed budget will be provided based on requests from township departments. The township Committee passed the municipal budget that will raise taxes by $63.24 for the year for the average Lacey homeowner unanimously. “I very reluctantly vote yes for the budget,” Committeewoman Helen DelaCruz said. “It is very hard for us, I know, to raise taxes because I know how many people out there are hurting.
