The township will consider a pay-to-play ordinance, one that prohibits some monetary contributions to local candidates from firms interested in services and contracts, after Democratic candidate Gary Vaccaro encouraged the Committee to do so. “Back in 2011, when I ran for township Committee, one of my initiatives was pay-to-play reform, specifically I had developed a pay-to-play ordinance,” Vaccaro said at a recent Committee meeting. “My plan was to introduce it once I was elected.” Vaccaro ran for Committee against current Mayor David Most. Incumbent David Most retained his seat on the Lacey Township committee as he picked up 55.64 percent of the votes in Monday nights race. “I feel relieved and I feel that the voters have spoken,” Most said. “I thank them for having confidence in me to manage our town.” Most, whose term was up Dec. 31, 2011, was on the Republican ticket while Democratic Newcomer Gary Vaccaro also vied for the one open seat. Polls close in less than four hours and according to representatives from various sites, turnout has been fairly steady in the general election that could lead to a party power shift on Lacey’s committee. Although workers at the polling locations said crowds have been stable, at approximately 2 p.m., Township Administrator Veronica Laureigh said it was light. “It’s an off year election. First-time candidate says making the township affordable and safe are top priorities

Vaccaro sees making the township affordable and safe as his top priorities, he said. “The number one issue is taxes. People are concerned about their taxes,” Vaccaro said. Taxes for the average assessed home have increased by 116 percent, Vaccaro said. The total municipal tax burden has gone from $3.3 million to $7.5 million and Lacey receives the most amount of state aid in Ocean County, 17 in the state. “We have severe budgetary issues here. They want a town that’s affordable,” Vaccaro said. “I want to set a goal for the tax rate and work backwards.” The goal is to stabilize taxes by prioritizing spending, he said. …

Contributors and disbursements revealed
The Election Law Enforcement Commission recently released the financial reports for township committee candidates in Lacey. The report, which was due Tuesday, Oct. 18, showed that a total of $20,992 was donated to Committeeman David Most, while he spent $14,994.53. Most’s largest contributors included T&M Associates at $1,000; Coronato, Brady & Kung at $1,000; Ocean County Republican Chairman Political Action Committee at $2,000 and Gilmore & Monahan at $2,000. As for Democratic candidate Gary Vaccaro, the report noted that $22,272.54 was donated towards his campaign, while he disbursed $12,467.41. Lacey Township High School’s Close Up Club has officially announced that it will be hosting a candidates’ debate on Tuesday, Oct. 25 at 6:30 p.m. “We run a structured debate,” said Paul O’Sullivan, advisor of the Close Up Club, an organization designed to give students a better understanding of how government works. “It’s a good experience for the students to meet the candidates and it’s a good experience for [the candidates] to debate the issues on television.
