UPDATE: Brower's Employment May Be Discussed at Special Lacey BOE Monday

Superintendent has been suspended since her indictment in 2013

The Lacey Township Board of Education will hold a meeting Monday that will likely center around the employment status of suspended school district superintendent Sandra Brower.

Brower, 46, was hired to lead the Lacey school district in Nov. 2011, but was suspended without pay in June 2013 after she was indicted by a Monmouth County grand jury for failing to immediately report a teacher's possible sexual assault of a 4-year-old special needs student while she was Wall Township's assistant superintendent.  But in January, all charges were dropped against Brower, leaving the status of her employment contract with Lacey - which does not end until July 1, 2016 - in limbo.

Vanessa Clark, an assistant superintendent, has been serving as acting superintendent since Brower was suspended.

Monday's meeting of the Board of Education includes "personnel matters" as the only item listed on its agenda, though it is widely surmised that the Brower contract will be the primary, if not the only, matter discussed.

At the time Brower was suspended, Arthur Stein, the board's attorney, told Patch that since Brower had not pleaded guilty to, or been convicted of any crime, the board did not have the power to appoint a new superintendent. Stein said at the time that, in the case Brower was cleared of any wrongdoing, she would have the right to return to the Lacey district.

In July, the board took the preemptive step of declining to renew Brower's contract despite the three years that remained before it ended.

Brower's tenure in Lacey was tumultuous while she served as superintendent, between the indictment, a wrongful termination lawsuit filed against her by former Wall employees, as well as a less-than-stellar relationship with the community and the press.

The meeting Monday has been scheduled for 7:30 p.m. in the Lacey Township High School lecture hall.

@casual observer & @Tim thank you for standing with me on this issue. I really thought I would have been alone. You are both right. The POLITICS of our school system is sickening. Yes, it is New Jersey, I understand that, but, that does not mean that what happens in our school district is MORALLY correct. We desperately need Dr. Brower and her reputation to help keep the UNION and the puppet BOE in check and changing so that the the tax payers can be FAIRLY represented! I believe that she really cares MORE about the kids than the UNION and the BOE relatives, collecting salaries and benefits from this school district. She wants change to improve this school system not keep this inefficient status quo. We need a fighter like Dr. Brower, not another PUPPET! We need her FOR THE KIDS, for real folks.

Just as students prepare to head back to high school, a new report has been released that rates how area high schools are performing – and Lacey High School received a 'D' grade, the lowest mark available. For the first time this year, Inside Jersey based its scores on four years worth of High School Proficiency Assessment data released by the New Jersey Department of Education, which was then weighted with SAT scores as well. Lacey High School did not improve its scores over a period of four years, according to a report on NJ.com. The report noted that schools with "D" grades showed "below average scores, below average growth."

Go to the BOE Meeting to protect your children. It is the shortcomings of our current BOE that has created the current heroin epidemic. If only we had prepared this past Lacey students for life properly. BRING BACK SB!

The why do we have so may 20 somethings old here in town not prepared for society? Being a 35 year Lacey resident, it is so hard to see the desperation, drugs, criminal activities of young adults we failed. So you are impressed with the new nickname of Lacey Township High School of HEROIN HIGH?

What kind of High School and administration do we have when we have lost control with the function of preparing our next generation for life. Our BOE solution is drug testing and drug dogs in the halls?

Opiate/heroin addiction is on the increase nationwide. It is a nationwide problem, not isolated to Lacey Township. How on earth can anyone attribute addiction to a Board of Education? Lacey is a microcosm of the national trend. Something has to be done, for sure, but there are intrinsic changes that must be made to the legal system and to the medical system to address much of that. Blaming the BOE for Lacey's heroin problem is a little like blaming Payless for the obesity problem, IMO.

Sorry Clem, but to make the position “that everyone else is just as bad” is unacceptable. Right now, we have Lacey Residents who in there 20’s, not prepared for life. Break-in’s, drug deals and no jobs this next generation is prepared for. That is the sole task of a BOE is to prepare our children for the future. If we have problems with our past graduates, the BOE failed. If we have problems in the high school, the grammar and middle schools failed. The school district has a “D” rating with locker searches for drugs, drug dogs running the hall and drug testing of students. What has happened to all those who teach for the children? Has teaching just become another government job with no accountability?

@BackBay DIDO! You are so correct. There are legal avenues for the BOE to take. Protect the children. We don’t need more administrators looking the other way when students are molested. If she failed to property report the abuse of that 4 year old special needs student, she has no place in the education system. Children need to be protected from predators, especially in the class room. PS I am not now nor have I been a teacher.

Check the school web site the last school board meeting posted on the site is Nov 18 2013. Need info? too bad, your not going to find it on the school web site.Township gives the schools 15.000 a year to film the meetings and post them Last meeting of the township was posted on Dec 16 2016 for the Nov meeting But who cares it only taxpayer money Take a good look the meeting for Oct 10 2013 was not posted till Dec 16 2013

They say there was no crime..they just didn't have enough evidence..there is always a little truth to every lie, if that applies. As far as the heroin epidemic, largely to blame are the parents. I have never seen so many kids and 20 somethings with such an 'all about me' attitude and these parents that cover for their kids, 'my kids do no wrong'. It's pathetic. As a parent of one almost adult and two teenagers, I would be to blame if my child were involved with drugs, not the school district. That kind of stuff should be dealt with in house. Lie, deny and shift the blame..it's what our society is about these days..hopefully that will change, who knows

Fact is, the 20-somethings Tim is yapping about are 30- and 40-somethings, as well. He's just bent that the BOE is responsible for global warming, the uprising in the Ukraine and the heroin problem. Addiction is a disease. A terrible disease that kills people, destroys families and rips apart communities. As a parent, you wouldn't be responsible for your child being an addict any more than you'd be responsible for your child contracting cancer. HOWEVER, if you failed to tend to your child's cancer, failed to get your child to a doctor, THEN you would be responsible for his continued illness. So, as a parent, if you turn a blind eye, say "it's no big deal", succumb to "we can deal with it ourselves" then yes. You are guilty of allowing that disease to flourish. Does that make sense? @Amy, you are right about the truth being in the bottom of the lies. In this instance, lawyers have used language to obfuscate the charges as they stood originally and play presto-chango with their audience. Bottom line, Dr. Brower is not trustworthy, and is going to be the ruination of Lacey's schools with her smoke-and-mirrors rule.

@ Amy. It is always a pleasure to see parents involved with the raising of their Children. The problem is that the Lacey Schools from K thru 12 are telling the students to get good grades, go to college and they DESERVE a good job. However, reality is the kids know there will be no jobs for them and they will just be saddled with a huge debt. They are looking at those who graduated in the last five years with no real jobs yet. I find there attitude is; why bother. That is when the drugs come into the equation. No future, no hope, so lets just party.

And here I agree with you, @Tim. I see it all over. Kids who have college degrees and nothing to show for it except the massive debt. Kids who have no training and industries which don't give training, or DO at a cost to the prospective hiree with no guarantee of hire at the end. The economy is beyond dreadful, and there is no one force to blame. I look at fatcat Christie who's apparently meeting tomorrow to shore up his staff raises... some to the tune of $34,000 per year, and wonder why, exactly, my tax dollars are padding their pockets when they've done nothing for us? Ah well, another rant for another thread. Nice to agree with you there, @Timbo.

Tim, I agree with you, yes..however, some of that responsibility falls on the 20 somethings as well..I see what you're saying, they're sort of setting them up for failure. I guess my hubby and I were just go getters, lol. I hope these get better very soon as my kiddos are headed on out of LTS soon. Fingers crossed we raised 'em right.

To tie this all together, go to the meeting tonight and be heard. If Dr. Brower is as bad as the rumor mill would like you to believe, then I call for the resignation of the School Administrator for his incompetence on the vetting process of her hire. My personal opinion is that she upset the status quo! Has school administrators and teaching just become another government job with no accountability the real motive?

I don't think Dr. Brower is expected to be at the meeting, but you are right @Spooner, it is a closed session, and the speculation is it's regarding Dr. Brower.

Sometimes I am amazed at what peoples opinions are. So imagine its you, and you are let go from your job, no matter what that job is, because of an "accusation", not a Crime. Now lets say you really didn't do anything wrong. What would you think then? Now I am sure I am going to get blasted for my less than popular opinion, but that's ok. Just because we all read it in the paper does not mean she did it. Indicted is one thing, convicted another. Lots of people get indicted and are found innocent or it never even goes to trial. I am not sure how effective she is at her job, but that's another matter. Taking a persons livelihood away is not a small matter.

She should update her resume and LEAVE Lacey Twp ASAP. Her administrator's certificate should be pulled and burned. Here is a link to the indictment. http://wobm.com/files/2013/05/Indictments-050613.pdf May 7th 2009, Dr Brower received notification from a Principal that a criminal act MAY have been committed - which was later disproved. HOWEVER, at that point in time it was her LEGAL duty to call police. The next day she made a series of phone calls starting at 7:25 - 10:31. She called the district lawyer, she called the IT director, but she did not call the police. She was well aware of the law requiring her to IMMEDIATELY notify police. At 2:30 May 8th, 2009 DYFUS called the police, who Dr Brower LIED to police, saying: She had JUST been made aware of the alleged incident just moments prior to the police arriving, that the email she received from the Principal did not mention the incident and that IF she had known then she would have reported it. These action violate NJSA 2C:29- 3 (a) (7) and 2C:29 1 (a) On the night of May 8th, 2009, she instructed the IT Director to extract all emails of anyone who knew about her misconduct. She then fired, transferred or forced to resign any employees who had knowledge of her actions. This action violated NJSA 2C:30- 2 (a) and (b). This "person" hired by our school board with the NJSBA's assistance should NOT be in charge of the education of Lacey's children. There was no jury of her peers. Just because the Mon Co Prosecutor system may have used her crimes to nail Wall's Superintendent Habel for milking the district out of over 400k in "unused" sick days does NOT make her innocent.

Obviously the teachers are scared of her return, so the taxpayers are happy! No indictment, no charges, no wrong doing, everything okay in the eyes of the law, get it? It is our society and how it works, not the fantasy world of our education system and those who try to brainwash our children into thinking in their perverted liberal views of how they want our society to function. I really do not know which is ruining our way of life quicker, the entertainment industry, the media, or the education system? What ever happened to freewill, thinking outside the box, ignoring propaganda, and the first amendment rights to believe what one wants to and not have to suffer the consequenses of not being politically correct?

@ favorite teacher; I have read this before. It is an opinion paper of a Prosecuting Attorney; stating a crime was committed in the form of an indictment. Dr. Brower pleads not guilty and the charges were dropped. The Prosecutors Opinion could not be substantiated. Now the real matter here is the School Board Administrator and Attorney, which got us into this mess. It is time for them to retire.
