Two Arrested In Lacey, Allegedly Had 'Wax Folds' For Packaging Heroin

Two people were arrested recently on drug paraphernalia charges after they were allegedly found with wax folds, and other materials, used commonly in the packing of heroin, police said.

On Wednesday, Feb. 12, at approximately 5:55 p.m., Officer Michael Verwey and Officer John Simonson responded to the Wawa located at 701 Route 9 North Lanoka Harbor in reference to a call of a suspicious vehicle in the parking lot.

The caller reported that there were two subjects sitting in a blue Chevrolet Cobalt packaging drugs. Officers approached the vehicle and spoke with the driver, 23-year-old Ian Brown of Shipwrighter Lane in Lansdale, Pennsylvania, and the passenger, 24-year-old Candace DePedro of Kingswood Lane in Coatesville, Pennsylvania.

While speaking with the subjects, Officer John Simonson observed a straws and a large quantity empty of wax folds commonly used in the packaging of heroin. Investigation at the scene led to the arrest of Ian Brown and Candace DePedro for possession of drug paraphernalia.

Both subjects were transported to Lacey Township Police Headquarters where they were processed and charged with possession of drug paraphernalia. Both subjects were released on summonses awaiting a court date.

yea that is kinda fucked up. they didnt technically do anything other then have wax paper. what they should have done was not arrest them on the scene, call in an unmarked car (possibly with the state troopers), follow then and use the info to bust the dealer that they are obviously delivering to.

yes, wax paper is illegal if it has drug powder residue on it making it paraphernalia , which subjects you to being placed under arrest . So technically they did do something .

@Niggalas. so the police officers cary a chemical test with them? because thats seems pretty odd. "Quick! that kid has a light bud, some tin foil and a dog biscuit! Hes probably on drugs because druggies use tin foil!"

Actually Chris L that is exactly correct . Cops have on the spot drug analysis testing either with them or at headquarters . It's a lil plastic container with liquid in in ,drop what ever spec of suspected narcotics in the container shake and wait a moment . Depending on what color the liquid changes and wa-la ,police now have a determination if the substance is indeed contraband . Cracks me up when junkies collect empty baggies so they can scrape the residue off when their wax fold collection adds up , but end up with a charge for a bunch of empties that should have thrown in the trash . Ha
