Lanoka Harbor Man Charged with Child Pornography

FBI: Seized laptop contained explicit images of minors, including infants

A Lanoka Harbor man faces up to 20 years in prison after federal prosecutors said he distributed child pornography, including images of infants as young as four months old.

Arthur Frazer Jr., 33, was arrested Wednesday after FBI agents and investigators with the Ocean County Prosecutor's Office executed a search warrant at his Sycamore Drive home, U.S. Attorney Paul J. Fishman said in a news release. Frazer is being held until a detention hearing scheduled for Monday after making his initial appearance later that day before U.S. Magistrate Judge Lois H. Goodman in Trenton.

Frazer is accused of sending an email on Dec. 16, 2010, that contained six images of sexual assault on infants and toddlers, Fishman said.

When interviewed by the FBI Wednesday, Frazer admitted sending the images, according to an affidavit filed with the court by the arresting FBI agent.

The investigators seized Frazer's laptop and were able to uncover the email allegedly containing six images of child pornography, the agent said. Frazer admitted to collecting such images for several years via a peer-to-peer file sharing program, the affidavit said, and at one point had several gigabytes of child pornography saved to his laptop.

Frazer also allegedly admitted to photographing a 12-year-old female's vagina while she was sleeping two years ago and emailed the photos to himself, the FBI agent's affidavit claims. Furthermore, the Lanoka Harbor man admitted to having sex with a 15-year-old female when he was 22, the affidavit said.

Frazer faces a mandatory minimum penalty of fives years in prison and a maximum possible penalty of 20 years in prison as well as a $250,000 fine, Fishman said.
