Forked River Man Charged With Touching Teen

Two accused in connection to separate home burglaries

A Forked River man is out on bail after being charged with child abuse.

Joseph W. Clancy, 28, was arrested June 13 by Detective James Wood after allegedly touching a 16-year-old girl inappropriately, Lt. James Veltri said.

Police said Clancy initially sent the teen text messages of a "sexual nature" and later touched her over her clothes inappropriately.

Clancy was charged with criminal sexual contact and child abuse. He was released from custody after posting 10 percent of 5,000 bail.

Veltri said the Lacey department worked with the Division of Youth and Family Services on the investigation.

  • A Forked River man was arrested in the 7-11 parking lot after allegedly selling stolen jewelry, police said.

An arrest warrant was issued for Bernard K. Kappen, 20, on June 1 after police determined he profited from the burglary of a Beach Boulevard home on May 23. Lt. Veltri said Kappen received and sold jewelry valued at more than $1,600 that was stolen from the home.

Kappen was taken into custody on June 16 at the 7-11 on Route 9, where he also was found to be in possession of an oxycodone pill, Veltri said. He was additionally charged with possession of a controlled dangerous substance and was subsequently released from custody after posting bail.

  • A Waretown man was arrested at home after being accused of stealing jewelry from a Forked River home.

Police said Gerald C. Snyder, 28, was arrested June 17 by Detective Sgt. Christopher Cornelius, with assistance from the Ocean Township Police Department, on a charge of stealing jewelry worth more than $500 from a Yorktown Drive residence.

Police said Snyder also was in possession of oxycodone pills and was charged accordingly. Snyder was jailed in lieu of his bail, $25,000 with no 10 percent option.
