Ptl. Nate Williams arrived at a home on Windsor Drive in Toms River's East Dover section to find 28-year-old William Koutouzis "out of control," kicking a boat and screaming, according to a statement from police.

entering a back yard, according to the statement, then picked up a nine inch circular saw blade from a table in the
yard and raised it in a threatening manner preparing to throw it towards the

thinking by dispensing aerosol pepper spray, according to police, at which point the saw blade
was thrown, missing the officer, and hitting the house.
As the officer attempted to subdue him, police said, Koutouzis began to throw punches and put the officer in a headlock. Williams eventually took control of Koutouzis and handcuffed him with the assistance of Pt. Mike Gallipoli, who had just arrived on the scene."The officers are to be commended for using their quick thinking and training to prevent any injuries to the suspect or themselves," said Chief Mitch Little.
Koutouzis was arrested and charged with aggravated assault, resisting arrest and unlawful possession of a weapon. He was released on a criminal summons to appear in court at a future date.
