Welfare and a government pension is just a brother with another mother? They are both money for nothing!

Somebody please tell me what the real difference between a government pension and welfare is?  Is it just using a different “descriptive adjective”?  On one hand, we have people who are working in a failing school district, deserving money for life with free medical; or people working their whole life, paying taxes and signing up for welfare, food stamps and Medicare?  From my perspective, it's not much more than a rationalization that helps them sleep at night?  They are both free money.
