Police: Lacey Man Reported Unconscious at Meadowlark Beach

Police blotter for the last week

A Forked River man received drug charges after he was located in a motor vehicle at Meadowlark Beach in Lanoka Harbor.

An investigation led to the arrest of Matthew Conrad, 21, after a resident reported a suspicious male possibly unconscious in a pickup truck at Meadowlark Beach.

Conrad was charged with possession of a controlled dangerous substance and possession of drug paraphernalia. He also received a motor vehicle summons for possessing a controlled dangerous substance in a motor vehicle.

He was processed and released.

Lt. James Veltri provided the following information:

Jan. 8
A homeowner on Norwood Street reported that someone stole mail, including a package valued at $20.

Jan. 8
A resident of East Hickory Drive in Lanoka Harbor reported that someone stole an exterior security camera valued at $300.

Jan. 8
Police reported to a Lacey Road home located west of the Garden State Parkway where a resident reported that someone stole $2,000 from the home. There was no sign of forced entry.

Jan. 6
Police and emergency services responded to a motor vehicle accident near Route 9 southbound and First Street at 12:30 a.m. A 2003 Chevy S-10 pickup truck driven by Vasilio Koutsogiannis, 36, of Barnegat struck a utility pole.

Koutsogiannis was transported to Jersey Shore Medical Center to be treated for injuries sustained in the accident.

The pole sustained heavy damage and JCP&L came out for repairs.

Koutsogiannis is stable at Jersey Shore Medical Center.

The investigation is ongoing and traffic citations are forthcoming.

They are already wiped out. Too many on drugs throughout the town; it is the worse I have ever seen! Township does not care. Parents have tried to put together a parent township committee to assist this very critical issue in town, but it was not truly accepted by the Police Dept. (patrolmen and detectives). I keep hearing more and more and more about these drug incidents. And Im sure thats just a fraction of it.
Its scaring the hell out of me. We need to do everything we possibly can to eliminate it, prevent it, and prosecute every offender (that knows better and has been thru the system) as far as we can. Enough is enough.

Shocker another passed out twenty something in his car all doped out. But hey at least the township passed an ordinance to have a new bakery come to town. Let's not address any issues with drugs in Lacey, it will resolve itself.

It's sad but the truth is theres really nothing that can be done to stop the drug epidemic. Drugs are always gonna be coming in and out of every town no matter what. Once you arrest one dealer, another one is created. Once one addict is dead or in jail, another is slowly becoming addicted to drugs.

True. But instead of him being "processed and released" Maybe there should be harsher punishment. He was probably still all high when it happened so it didn't even phase him.

Stop the complaining about the DRUG problem. Talk is cheap. Get off you butt and do something about it. Show up at the Board of Education meeting on Jan. 22, 2013 at 7pm and tell them to do whatever it takes to help keep kids off of drugs, such as approving a random drug testing program in the school district. If our kids come out of school clean and dry, maybe when they will stay clean when in their 20's.

The schools have SAC counselors that are able to test a child if they are suspected of drugs/alcohol. They can't legally just "randomly" grab a kid and test them with no probably cause.

im not complaining about it.... im concerned about it !!! but you are right about the random drug testing.... the only problem with that is if they test positive , its already to late... thats my point, once they start they can not stop, the only way to stop is with professional help, they cannot stop on their own.. we need to stop it before it starts.... the parents need to know what this will do to their chidren and their family..... kids live for the moment... they DO NOT know what they are doing to their future and their families future.... it can happen to any kid....any kid at all !!!!! the parents dont know what it can do to them and their child until it happens , then they learn first hand what its like to have an addicted child or young adult.... we need to educate before that happens !!!! how ? i wish i knew. i am truly concerned , not complaining.... complaining wont help my child !!!!

How about instead of pointing fingers at the school district or law enforcement we start pointing fingers at the PARENTS.
It all begins in a childs youth. Parents can't be bothered these days to properly raise and guide their kids to be upstanding pieces of society. Whether it be a single mom whose priorities are to get a date and go out every night of the weekened or a abusive parent situation, or a parent that chooses to be their kids friend instead of parent -- they neglect her teenage son/daughter who then proceedes to wander around all weekend getting into trouble (ie: drugs, alcohol, mischeif etc)

It all starts with parenting. There is absolutely NO denying that. If you don't teach your child how to act and what is right and what is wrong, they will never learn. They will go into their young adult years thinking its ok to be trash basically.

Very often, kids are led astray that come from parents that gave their children love and attention and taught them good moral values. Perhaps, @Voice Of Reason, you fail to remember how peer pressure can influence a youth. Drug and other substance abuse is a disease that has reached epidemic proportions hear in Lacey and elsewhere. Until it is treated as such, it will not end. It is funny that refer to there as pointing fingers, but isn't that exactly what you're doing? In a nutshell, you are part of a problem-- not a solution.

"proud" how ironic your name is. Lacey needs to go back to the sticks of Kentucky where it came from. Nothing but rednecks anyway - the drug thing isn't surprising at all. When a good time Friday night means going out in the woods in your cammo and drinkin' Budweiser, why should it be shocking to see the town is going to crap anyway?

YOU MY FRIEND ARE SOOO WRONG !!!! in some instances yes the parents are to blame , but not all !!!!! i am not blaming anyone, i am looking for help from some one , schools etc. you have no idea what your talking about.... not at all.... you can have a home that could have done alll the right things... two parents together for 25 years , taught their children right from wrong....had dinner together every night as a family, and both parents are educators for over 30 years.... im gonna tell you the problem , peer pressure or peers...its powerful ....the problem is education....its not out there enough, to parents and kids and even the educators... you only learn this when you live it...and then the damage is done !!!! i wish there was someone to blame , but there is not , including parents!!! its societies problem. we all need to figure something out and not blame...cause its a living nightmare thats not gonna end !!!!

Peer pressure from kids whos parents fit the bill of what I said. Maybe not the kid that came from where you describe, but the parents of the kid "peer pressuring" YOUR kid. I get that kids are vulnerable and cave to peer pressure, but if the bad kids parent would have been a better parent in the first place TEACHING THEIR KID TO NOT BE A BULLY AND PRESSURE THEIR FRIENDS WHO ARE GOOD TO DO BAD THINGS....then there would be LESS of a problem.

I DO know what I'm talking about.
I AM RIGHT.

I rest my case.

right back to you proud !!!! you got it , just as you too Lacey girl ! the slogan ,JUST SAY NO DRUGS is great , but not to high schoolers that want to fit in.... yes , the choice is their s , but that first time they use a pain pill for fun and escape or use heroin because they couldnt afford a pain pill for their addiction , do you really think at that point it s their choice...my point is these kids are living for the moment.....we say dont use drugs and thats it !!!THEY DO NOT KNOW HOW ADDICTIVE THIS STUFF IS AND WHAT THEY WILL DO TO GET IT UNTIL THEY ARE ALREADY ADDICTED......then its too late.....they need to know what this will do to their future... even if they stay in recovery they are forever an addict.... they will have to work at staying clean for the rest of their lives.... Do you think these kids all know that before they pop that pill !!! do you think the parents tell their kids that !!!! 1 out of every 6 kids is taking presciption pain pills for brain altering....half the people in rehabs are addicted because a doctor prescibed it for a toothache REALLY !!!! OR SOME MINOR SOMETHING !!! IM NOT blaming parents either , they do not know this stuff either plus the kids probaly would think their parents were just trying to scare them ,,,, which they should .....it is scarey and it s a epidemic !!! it has to be alll of us... its not the parents fault in most instances....schools gotta get through some how .

Jake 2 u are so right man. Having ben thru it myself and being off everything now man i tried it when i was young didnt know much an bam next thing i knew it had me in a hold i couldnt get outa without professional help an its very expensive to get so its not like familys in a hard spoy could afford the help they need likewise with these 20 somethings that cant pay for treatment so they have no choice.. It comes to a point where youre doing it to get by and not because you want to. Open ur eyes u wouldnt understand these kids and adults situations from the outside looking in.

Knew the kid. Seen it coming. The town can't do anything about this problem, the problem lies in the individual doing the drugs. The decision will rely on the individual to both stop and get clean. That is the only solution. Do not be ignorant as to say this is the only town having a similar problem such as this also. Hope this kid gets clean though.

Jake 2, you nailed it in so many ways. I have been through a rocky road with addiction problems myself, and unfortunately I had to go to prison to get cleaned up. Use your wisdom to educate and save others, you have the ability to do it. And don't worry about what ignorant people say, they don't know what you went through, and chances are they're only judging because they have something else going on in their own lives. A man with conviction will advance much more in life than a man who tries to play God and judges others for something he has no clue as to what he's talking about. Keep up with your recovery man, you sound like you're on the right side of the fence.

Where to begin. First of all, can people stop pointing the center of addiction to the so called "rednecks" of the town. Anyone, and I repeat ANYONE can have a drug problem. I know Matt personally, and he is the biggest sweetheart. It is sad to see him go down this path, knowing that he was going to go to rehab not too long ago because just like other people, he doesn't enjoy, nor choose to get addicted to anything. It is nobody's fault but his own that he has it in the first place, but when some people are young they tend to experiment. May I remind you that some people also have addictive personalities? Did he choose to have an addictive personality? I don't think so. I am not saying that he didn't "mean" to try the drug; what I am saying is that NOBODY chooses to get addicted. Before you go pointing fingers, think about your own life and about how many people in your young adult lives that you have seen go down the wrong path. Did you just drop them on their asses once their addiction started? Probably not. And if you did, maybe you're to blame. Start blaming yourselves for not trying to help your family, friends, or even acquaintances out.
