Steve, I found out the answer to your question regarding the CAP Bank. Township Administrator Veronica Laureigh explained that it's used as another accounting mechanism and is simply a precautionary measure. It's a fund for unused appropriations and the only way the funds could be used is if it is balanced on the revenue side.

Thanks Elaine for the explanation from Veronica. I know I don't understand municipal accounting so the answer raises another question for me. I don't understand how it is a precautionary measure if it can only be spent if it is balanced on the revenue side. Seems like we are taking collected taxes today and setting them aside for an emergency but they can't be spent unless your collect taxes again to offset it. Did the commitee disclose what the current balance is in the fund ?

Unique idea. Good work Elaine. I might suggest that a link be supplied on PATCH as soon as the meeting adjenda is posted in boro hall. Once it is public record concerned citizens might be able to submit adjenda related questions in advance of the meeting for Committee response. Citizens name and address would be posted with the submitted question, just like they would have to do if they were in attendance and asked the question themselves. Just a thought from here in the State of not NJ, away on business, but still a Lacey concerned resident.
