Lacey's Chief of Police Announces Retirement

After eight years as chief of police, William Nally will be retiring, effective Monday, Dec. 31

 

Chief of Police William Nally will be retiring at the end of this year, according to committeeman and police liaison Gary Quinn.

Nally submitted a letter to Township Administrator and Municipal Clerk Veronica Laureigh on Nov. 19, announcing his retirement, effective Monday, Dec. 31.

The letter states that Nally has electronically filed the appropriate forms with the New Jersey Division of Pension and Benefits.

“I would like to thank you both personally and professionally for your support and confidence throughout my career,” Nally says in the letter. “It has been a pleasure to work for and with you for many years. You are a true professional.”

Nally has been eligible for retirement for three years, said Mayor Mark Dykoff, adding that he was “close” to the police chief. Nally was appointed as chief approximately nine years ago, when Dykoff was elected to the Committee.

“It’s something he thought about for many years,” he said of Nally's retirement.

Nally has served as president of the New Jersey State Association of Chiefs of Police, which Dykoff sees as a major career feat, he said.

“That was a goal he wanted to achieve,” he said. “It’s quite an achievement for a chief from Ocean County much less Forked River. Now it’s time to move on.”

Although Nally was eligible to retire, the move was surprising, Quinn said.

“It came to us without us having a lot of knowledge of it,” he said.

The committee will discuss potential options moving forward in the Executive Session of the township meeting on Thursday, Dec. 13, he said. Once a decision is made, the committee will make an announcement publicly.

The committee, with the help of Nally, will have to discuss how it’s going to “reconfigure” its command staff, Dykoff said.

“I would love for him to stay on. He’ll be very hard to replace,” Dykoff said. “He’s a true professional. It’s been a pleasure working with him.”

According to Nally’s profile on the Lacey Township Police Department’s website, he has been a resident of Lacey since 1974 and began his career in law enforcement with the township in February of 1985.

Prior to becoming chief of police in 2004, Nally served as executive officer, Patrol Division commander and Investigative Division commander.

Nally earned a master of science degree in Criminal Justice from Saint Joseph’s University in 1994 and a bachelor of Science degree in Business Administration from Saint Francis College in 1985.

He is a 1999 graduate of the FBI National Academy, 197th Session, and Northwestern University’s School of Police Staff & Command. He is a Certified Public Manager and is also certified by the N.J. State Association of Chiefs of Police as a Chief Law Enforcement Executive. Nally also serves as Lacey Township’s Emergency Management Coordinator.

As of Nov. 23, 2010, Nally made $132,832. His longevity was at $13,283.20 with holiday pay at $8,992. At that time, the total cost to the township was $184,696.29 including longevity, insurances and Social Security.

Nally did not immediately return calls for comment.

Big $$$ savings, dont promote let Capt. and LT. run day to day with civilian Twp. Comittee oversight. You dont have another Nally or Chief ready and is not necessary. Retire top heavy guys restructure contracts NOW perfect timing for Big Savings but instead this comittee will promote EVERYONE and dig us deeper without hiring new, just more top heavys????

Having moved to town just about 2 years ago, I can not really comment on how well Nally did his job. I would like to make the following suggestion however. Nally's retirement provides a good opportunity for the town to save money. The council should appoint a competent officer as chief who is making substantially less and not replace the officer that takes his position. Lacey Township has little to no violent crime and has 40 full time officers; 36 of which make over $100,000 per year. I fully support a good command structure, a quality investigative unit, and sufficient patrol forces, but patrol cars are everywhere in Lacey Township and I am pretty sure grown men and women can walk themselves across the street at the nuclear power plant when work gets out. It will be interesting to see if the Republican controlled committee will use this opportunity to cut expenses, or further enrich a favored constituent.

Kathy: Please re-read my comment. I agree with you that the chief should be replaced; only he should be replaced by an a competent officer that makes less than Mr. Nally was making. We disagree on whether the officer replacing Nally should be replaced. The growth of the town is completely irrelevant unless you are connecting it to some past proportion of officers to population, which you did not do. If you are unwilling to take responsibility for your own safety, that is your problem. However, when you attempt to force me to pay for it, it becomes my problem too. It baffles me how anyone could say we need more police officers (note that both Dykoff and Quinn believe we do) especially when their salaries put them in the top 5% of wage earners in America and especially when the town in question is relatively safe. People should be encouraged to take care of themselves; their families; their friends and their neighbors, not to rely more heavily on expensive public employees.

Time for the Township to bring in a person to evaluate the department bring the two factions back together again as one department. We need a cop's cop to run that place not a paper pusher. Seem like a wise idea to bring in an experienced ex Top Cop in to evaluate things for a couple of years and make some recommendations to the TC.

Keep the Chiefs position. Public Safety Directors are nothing but political hack positions which would still carry a hefty salary. Also, regarding the Chiefs salary; he does get paid substantially, however he is responsible for the safety of roughly 30,000 citizens, Put a pricetag on that responsibilty, And Mr. Yates, there is a substantial amount of violence in Lacey Township. You are very much misinformed.

Cite the statistics Mr. Realist. I am sure there is some domestic violence; no municipality gets away without that and perhaps some drug related assault and battery, but rape, robbery and murder are all but absent. When was the last time shots were fired at a Lacey Township police officer? Your mindset is exactly the one citizens need to get away from if government is ever to be scaled back. Mr. Nally is not responsible for anyone's safety and is in fact not required to be by the United States Supreme Court. Each person (along with the help of their neighbors) is responsible for their own safety. Certainly officers assist in each persons quest to be safe, but the responsibility is primarily the individuals. The primary function of a police officer is to investigate a crime after it is committed, and secondarily to prevent crime via patrols.

Hey Bill . . . . Gonna miss having you around to talk to about those 'ol days in Lacey. Was always glad you were out there for us while we took care of those problems the town had on Rt.9. Seems like a lot of State, County and Local Police Officers are 'pulling-the-plug' . . Well! with the way things are going & the way the pension system is getting, GET out while the getting is good, as the rules and benefits are changing come July 01. Police officers are eligible for pensions after 25 years. The Chief has served for 28 years. By working additional years he does not significantly benefit financially. Couple that with the changing landscape of publc service and it makes perfect sense for him to retire. As for why Mayor Dykoff knew of the chiefs retirement and the rest of the committee did not that is simple as well, they are friends.

Here people are making remarks about our chief of police ,who has done a excellent job since he joined the force in 1985 ,an worked his way up the ladder . Maybe you who are dis grunted would like to have a 84 year old sheriff as chief who doesn't even drive himself around .We the citizens of Lacey will be losing a good police officer and a very knowledgeable one .The best to him and I hope he stays in law enforcement in some manner.

The chief has received one 2% raise in 4 years. There is no guarantee he will receive any more as there is no contract obligation to do so. As for the % of his pension increasing it is a small amount, he could retire and get a part time job and make more than he does now with a fraction of the headaches.

Do any of you people who believe the police make a good salary, and think it is bad, know why it is a positive thing? Does anyone remember the amount of widespread police corruption there was years ago in this country? However now, most of that buffoonery has faded away. Why????? Because years ago, police salaries absolutely sucked! So you gave someone a lot of power, with a lot of responsibility and a lot of opportunity, making a garbage salary. Now, making good salaries, it keeps officers honest. They have too much to lose. Plain and simple.

Oh yea.......one more thing. For all of you that like to whine and complain so much. Take the Civil Service test next time. Then you too can deal with the crap the police officers have to deal with. Including but not limited to....... working Christmas, New Years, 4th of July, Easter, the overnight shift, having people defecate, vomit and bleed all over you, going to peoples homes in the middle of the night and telling a loved one that their child just died in a car crash, or their husband just got electrocuted, performing CPR on someone, getting spit on, cursed at, having your family threatened, getting run over directing traffic and so much more. All of that fun for a decent salary. God those damn cops make too much freakin money! You are right!!!!!

Enough with the melodramatic rants that try to pit those who are seeking a bit of fiscal sanity against all that is good and virtuous in the Lacey Township police force. There are two side to every coin. You know it is possible to be in favor of a quality police force that pays its officers well while at the same time seeking to save the town money by encouraging citizens and their neighbors to take a more active role in their own safety hence reducing the number of required patrol officers and overall police presence. No one is saying that police officers do not face difficult circumstances at times and no one is saying that they should not be paid a fair compensation package. What we are saying (or at least what I am saying) is that Lacey Township is by and large populated by decent people that do not regularly violate one another's person and property. Obviously this does happen sometimes, but it is not a huge problem. As a result, the number of officers and the pay they receive should be commensurate with the locality they work in and the risk they are taking. This risk is relatively low in Lacey Township. There is obviously a risk (there always is in police work and officers sign up to take this risk) but it is low. Seeking to shift responsibility for safety from the public to the private does not make one anti-cop. It makes them a good steward of tax payer dollars while encouraging personal responsibility.

Re: Conscious: With Nally's retirement, I believe the force is at 39 full time officers with 4 special officers. I see what you are saying and if it was a foregone conclusion that taxes will never go down, I would agree that we should get the most bang for our buck. But surely we can demand that our taxes go down if services are reduced or eliminated. I think the proportion of officers to population varies widely from jurisdiction to jurisdiction, though I'd bet there is a mathematical formula somewhere that the police unions use during negotiations. I do know that NJ has the highest police presence per capita in the US and probably in the entire world, and neither this state nor the US are commensurately considered the safest places as one would expect.This suggests that more cops are not the answer. My main point throughout this thread is that people need to get away from the idea that someone else will take care of them. They need to take care of themselves and those close to them. Re: Denis: I highly doubt gangs browse the internet looking for a decrease in the proportion of cops per capita, but maybe your are right. Either way, if they know there is a pretty good chance their criminal activity will be met by neighborhood resistance, they will likely seek easier targets in the future. We need to refocus our preferences on a more private community oriented solution rather than an atomized public oriented solution, which we can no longer afford.

Where do I begin ?

Morale on our Police Department is at the lowest ever.

The Chief was no where to be found during the Hurricane. I don't thinkn I heard him thank his officers and support personnel for the great job they did during that crisis. Kudo's to all of the rank and file of the Lacey Police Department, Dispatchers, EMS, Fire Companies, etc. for the awesome support you gave. Probably better without you Chief.

The Chief was no where to be found during the later Snowstorm.

The Chief has not fought hard for additional officers. Even though we have had financial woes like every other town across the nation, other towns have been able to justify the need for more Police. This was his job and he failed miserably at it. The town has grown significantly over the past 10 years. The LPD has not hired any additional police officers in over 5 years. Has he made a lame attempt at pushing for more officers? Sure he has, but under the guise of him getting himself a nice pay raise. This town is a great town to live in, raise a family and work in, but...crime has increased sharply over the years. While we haven't been infested with Gangs as yet, you do know that they are well aware of which towns are keeping up their departments and which are stagnant.

The Chief obviously has a political agenda. Hope his local "acquaintances" don't ruin that future for him.

Sorry Chief, I liked you when you first came in, but lost respect for you over the years.

The town is broke due to the friends and family plan run by the tc
The Tc is the folks who give out the contracts
The Tc is the one who continues to give out 2% contracts which in turn raises TAXES EVERY YEAR
If the town employees think they can get a better "deal" feel free

I read where people are writing the town gave a 2 % increase . Is that not fair when they give it to App 114 total employees . And those employees are looking at App 700 employees who got a 2 % increase which raise taxes ever year also in our school system . The town gets 14% of our tax money and the schools get 63% the town has a payroll of app 5 million and the schools 50 million with benefits . There are 33 towns in ocean county and 29 of them pay more in local taxes then Lacey The town is who you see and the schools are the hidden ones stop the schools from spending so much of your taxes . The schools just posted a million and half surplus and raised the schools lunches .Then showed a profit if 75 thousand dollars at the last school board board meeting in there food service fund and raised taxes higher than then the town and ocean county

First off the Town is NOT Broke, the taxpayers are !! Contract was agreed upon by TC you have to live w it just like the new one, BROKE YOU SAY ,YEA RIGHT!!! Secondly Nally is the CEO he is to be heard when need be and outta the picture the remainder, We have a CAPTAIN for A Reason? Several LEIUTS AND SARGENTS for the Real Police work, from what I just read they are Paid WELL to Perform these duties. Nally was A Good Chief not a Spokesmodel like the TR guy, everyday in the paper (Ego). The TC is to blame for this bloated position which Nally has ,it is not his fault he did what he was ASKED of and was a damn near 30yr Vet show the man some Respect something his fellow teamates have yet to Learn? Sounded like a mutiny occured this happens in todays society w/ Prof anymosity and jealousy at an All time high.

as far as taxes go they will be going up and not just here but everywhere so close the DANGEROUS plant and get over it

Tim,
Possibly because of hurricane sandy which seriously damaged the town. There might have been any number of issues such as FEMA that they might have had to discuss Also all things being equal they might very well have been discussing the retirement of Chief Nally, what would you expect. Either make a point or end it. And if Elaine won't print it here just come to the next Twsp meeting and ask them personally.
